If you're in the hazard you can't ground your club or move lose impediments.

Red markers indicate a lateral water hazard, even if it is a ditch and doesn't actually contain any water. Wondered about this myself recently as there is a ditch the whole length of the first hole in navan and used to wonder what would happen if the ball was unplayable in front of a rock etc.

    Have a look at http://golf.about.com/od/rulesofgolf/a/stakesandlines.htm

This page also has a link to rule 26 which gives you your options when in a hazard.

Read the rules for a red staked water hazard. Remember you have the option to drop on either side as long as you follow the rules.

Whats the ruling for the following..

    Red staked water hazard.

The ball cleared the hazard but plugged deep in the bank (unplayable) a few inches from the waters edge.

What do you mean "cleared the hazard" but is only a few inches from the waters edge?
The hazard is not just the water, it includes everything inside the red line (or stakes if there is no line). So if it's plugged in the bank above the waterline but still inside the line of the hazard you'd take a penalty drop outside the hazard.
If it was plugged outside the hazard then you would treat it as unplayable unless it was plugged in a closely mown (fairway height) area or if the club had a local rule permitting relief from plugged balls 'through the green'.

The ball had gone over the water and landed on the other side, there was no red line marking the hazard but the ball was about in line with the red stakes.

From the ruling, It looks like a penalty drop either way as

    1. It was either inside the red stakes

    2. It was outside the stakes but not on the fairway but unplayable

    25-2 - Embedded Ball

A ball embedded in its own pitch-mark in the ground in any closely mown area through the green may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green. “Closely-mown area” means any area of the course, including paths through the rough, cut to fairway height or less.
