O2 billpay broadband sim in iphone3gs

Hey, I was just wondering if I can put the sim from my o2 modem into my iPhone 3GS. Will it just be using the 15gb allowance or what. Or will it go down as tethering as its not being used by the huawai modem. Please don't shatter my hopes of having broadband erywhere I go
