South County is a good option. You can join as annual member for €1600 and junior membership is €150. Juniors can play in weekend competitions and there are regular coaching sessions with the club pro Raymie Burns. Hope this helps?. I'm a member there for last 5 years and am very happy with the set up.

As far as I know juniors can play at any time if there are places available. The only restrictions is that they cant book before Thursday for the weekend competitions. A friend of mine has a son who he plays with every weekend and doesn't have a problem getting out. You can check with office to confirm this.
