We are looking at setting up a new business manufacturing and marketing key rings , fridge magnets and other promotional items .

Some of this might involve using the names /photos of sports personalities / clubs , and of course we will be targeting business'es as well.

Is it ok to make keyrings etc , promoting certain clubs / people ?

before putting anyones image on a product, I would suggest that you contact the company who manages that person to see if they have any objection with your replicating that persons image.

    Ditto clubs (presumably sports club?).
The commerical managers of those sports clubs would be able to confirm if it is ok to replicate the clubs logo/image.

Surely , if we buy items with clubs logo's and images , we are allowed sell them - is this correct .

Saw a guy recently at a stall selling a clocks / magnets with ''Kilkenny Cats etc '' and '' Up the Dubs etc - would this type of sale need permission from the county board ?

If you buy products with the team logo's of course you're allowed sell them on.

I was under the impression from your initial post that you wanted to put an image of person/team on to a product and then sell them.
In that instance you would need to get the permission of the person/team.
    It's called brand rights.
