Draft Part L 2010

    Draft Part L has been published today which is proposed to come into force from July 2011.

    I haven't been able to download the full document yet as I imagine everyone is trying too but I noticed that the max Air Permeability is being reduced from 10m3/hr/m2 to 7m3/hr/m2, that oil & gas boiler min efficiency is up from 86% to 90%, MPCPC is down from .69 to .46 and MPEPC from .6 to .4.

    I also heard that the max u-value for windows is to be 1.6 W/m2K (less if over 25% of floor areas).

    Does anyone knows if the min u-values for walls, roofs.. etc. has been changed or what level of renewables is now required per m2?

    Cant see why min elemental u values will change once theres such a major change to EPC and CPC.... it will be found that you have to go well beyond min elemental u values to be compliant

    one change i hope is to make renewables a factor of energy demand, and not the draconian 'per sq m' factor which currently is in use. The focus should be towards energy use reduction and heat retention. The current system method of compliance doesnt reward the energy conscious builder. Renewbales are simply viewed as a 'bolt on' technology which builders "have to do"....

    While I agree that to be compliant you would most likely have to achieve much better elemental u-values than the current minimums unfortunately to know what u-values are required a preliminary BER would really need to be done before planning is submitted to know what insulation level is required in walls, etc to meet this.
    The problem I see with not putting a cap on these u-values is that planning applications will go in barely meeting these (110mm cavity with 70mm kingspan or whatever) and when it comes to construction stage it is then known that a 200mm pumped cavity or dryling etc was required which totally changes the size or layout of a house.
    Or worse it will be built not complying with the regs as thousands of new houses have shown in July's BER stats and what happens then.

    Been able to download the entire PDF now so just to update:

    New Dwellings:
    Walls- Old 0.27, new 0.21
    Roof insulation on slope- Old 0.20, new 0.16
    Roof insulation at ceiling- Old 0.16, new 0.16
    Grd Floor - Old 0.25, new 0.21
    Windows/doors- Old 2.0, new 1.6 (25% of floor or below)

    No change to the renewable level of 10kwh/m2/yr for hot water heating/space heating or 4kwh/m2/yr for electrical

    Also Thermal Bridging and Condensation regs have been introduced.

    Quick overview…

    · To commence on the 1st July 2011. Part L 2008 ceases to have effect from 1st July 2011.
    · Oil and Gas to have min efficiency of 90% (previously 86%)
    · Declared and design values (λ values) for materials determined in accordance with I.S. EN ISO 10456:2007 (formally 1997).

    New Dwellings:
    · Max Permitted Energy Performance Coefficient (MPEPC) is now 0.4 (previously 0.6) (this will make things interesting)
    · Max Permitted Carbon Performance Coefficient(MPCPC) is now 0.46 (previously 0.69) (this will make things interesting)
    · No change to the renewable level of 10kwh/m2/yr for hot water heating/space heating or 4kwh/m2/yr for electrical

    U-Values: (thanks atech)
    · Walls- Old 0.27, new 0.21
    · Roof insulation on slope- Old 0.20, new 0.16
    · Roof insulation at ceiling- Old 0.16, new 0.16
    · Grd Floor - Old 0.25, new 0.21
    · Grd Floor (Underfloor) – 0.15 no change. (new document to provide further guidance “Heating and Domestic Hot Water Systems for dwellings – Achieving compliance with Part L 2010” (to be published)).
    · Windows/doors (max area weighted average) - Old 2.0, new 1.6 (25% of floor or below)

    Thermal Bridging & condensation risk:
    · Accredited details to be used or calculated using therm etc…
    · Looks like an approved thermal modelling scheme is to be developed.
    · Vapour control is discussed…onsite responsibilities to be designated..and provide on site inspection regime.

    Air Pressure testing:
    · Now required a performance level of 7m3/(h.m2) (Previously 10m3/(h.m2))
    · ‘Where lower levels of air permeability are achieved It is important that purpose-provided ventilation is maintained.’
    · Test to be carried out by a competent person..eg. NSAI certified or equivalent.

    Existing Dwellings:
    · Where external insulation is used, thermal bridging details in accordance with third party certification should be used.

    U-Values (Material Alterations of Material Change of use):
    · Walls- Old 0.6, Cavity Walls 0.55, Other walls 0.35
    · Roof insulation on slope- Old 0.35, new 0.25
    · Roof insulation at ceiling- Old 0.35, new 0.16
    · Grd Floor - new 0.45 (only applies where floors are being replaced)
    · Windows/doors (max area weighted average) - Old 2.0, new 1.6

    General:
    · Thermal conductivity value for hollow block now given @ 0.835 W/mK, Density @ 1800 kg/m³ (various others see Table A1)
    · Table A3 now gives the Timber fractions (%) for bridge layers
    · When calculating the U value in accordance with appendix A the inner leaf is considered a bridged layer due to the mortar with a 7% fractional area.

    You have to keep checking the DOE site , it's very imminent. ( And has been for some time )

    The newer regs on MPEPC are going to be interresting. I can see serious problems with this in the future if it pushes the enphasis away from elemental U-values towards whole house performance (even if its a far better idea) as the culture here has always been choose your building sysyem and then design you house. I am dreading trying to explain to a client that if they want the 300sqm house they simply cant have a cavity wall and a back boiler(for example.)

    The other problem I see is that unfortunately there are still far too many Architects and Engineers that havent even got their heads around U-values yet never mind DEAP. This combined with the fact that our enforcement department is still about as efficent as our financial regulator was means that there will be chaos. The diligent few that are prepared to spend time on this will be competing with the "old school" that are still working to the 2001 regs and getting away with it.

    There will be a survey done in a few years time giving the figure of new houses that actually comply with the regulations and it will be stupidly low. There will be public outcry and the (insert Arch rep body) will call for leglislation stating that only their fee paying members be allowed design buildings (even if they know as little or less than most) and we'll all be out of jobs again!!

    Those diligent professionals and their enlightened clients already face resistance and even hostility from the "old school" in both the professions ( abject shame on them ) and the construction industry ( I expect little from most of them ) who like the hurler on the ditch pass comments but are actually free from any responsibility. . If I a had a euro for every time I was accused of "being a bit mad with all this insulation/ air tightness" I'd be rich.

    And then the punters. Thankfully I attract enough attention from those who care about building a home for the future - properly.

    But to those who look at price only and disregard both the quality of the professional and the contractor selection keep in mind that the building owner has primary responsibility for compliance.

    It is abject folly to appoint a professional for draw down payments only ( and only because you have to to satisfy your lenders ) as "the builder knows what he's doing" .

    Pick your advisors with great care.

    This stuff is not easy.

    Applies to Buildings commencing 1st December 2011 and Planning permissions applied for before 30th Nov 2011 and not built to wall plate by Nov 2013.
