    Can anyone tell me if there is an Irish equivalent to the British Council?

    He's talking about "the" British Council, not "a" British council.

    Basically it's an organisation that promotes international cultural relations with the UK.

    And, no, I don't know of an Irish equivalent.

    I'd say the closest equivalent would be the Irish Cultural Centres in cities such as Paris, Salamanca and Alcalá de Henares.
