I don't know about Shannon, but there is one shop in Limerick (http://lenassewing.com/) and one in Ennis, the Ennis Wool Centre in Lower Market Street.

You'll find wool in Bunratty as well, but I suppose it's the expensive (though nice) touristy stuff.
