We are in the middle of building and have planning permission for two roof lights in the front projection of the house. We were thinking now about putting in the Keylite 'bi-lite' windows instead which come down the eaves then down the wall a bit. Do we need to get new pp for this alteration??

You will need a letter of easement at the very least. You need to contact the planning department and ask them, there may be an issue with overlooking to the sides, or there may be no issues at all.
