Top up grant?

Next year I'll be an independent mature candidate for my grant and I wanted to ask a question about the top up grant now.

it says that special maintenance grants

"are available to those where total income for the Tax Year 2009 was below €22,308 and who are in receipt of an approved Social Welfare Payment."

Does this mean that despite the fact that I'm earning well under €20,000 on my own with no other support (from family or state because I'm a student and can't get dole) that I will not be eligible for the special rate?

The rules change from year to year so we could give you an answer but then it might change

It was so much easier to blame it on Them. It was bleakly depressing to think that They were Us. If it was Them, then nothing was anyone's fault. If it was us, what did that make Me? After all, I'm one of Us. I must be. I've certainly never thought of myself as one of Them. No one ever thinks of themselves as one of Them. We're always one of Us. It's Them that do the bad things.
