Lets say I have a receipt for 200 quid from Italy. Can I claim tax credits for this in the PAYE anytime?

You can claim relief for medical expenses outside the State where the treatment is carried out by a practioner (GP, consultant or dentist) provided practionery is legally entitled to practice in country where service received.
