    Just curious if anyone knows off-hand what statute / statutory instrument gives libraries the power to levy fines against people.

    1. Assuming the library is run by a local authority LAs have verious statutory powers to charge for and sue for services provided.

    2. If you signed anything on joining check terms and conditions attached.

    It's more along the lines of a penlty clause then a charge for a serivice though.
