USB device not recognized. What the hell is going on?

I own an Inspiron 2650 laptop operated by Windows XP.

I have been using a Model TECHWEB1 SC500055 compact USB webcam purchased in Tesco for the past a month and quite inexplicably the system is telling me 'USB Device Not Recognized.'

I gone all over the internet looking for advice.
Youtube has videos galore, the microsoft help website, a host of tecnie forums and no luck.

I have been told to go into the Device Manager and run a scan on the USB route hub and try to get the laptop to recognize the new hardware.

    No luck.

I came across a video and a comment on the techie forum that told me to simply unplug the computer and remove the battery and leave it idle for an hour before rebooting it.

    No luck.

I have removed the driver and then reinstalled it.

    No luck.

    Nothing seems to be working?

What the hell is going on?

Nobody seems to be able to help me.

I'm at my wits end. It's incredibly frustrating.

Haven't had time to read your post but when installing new hardware, the drivers of the product must be installed before you connect it with the USB.

    I did that.

I followed the manual exactly. Loaded the software and then connected the USB. Still doesn't work.
There is nothing physically wrong with the camera.
The little yellow light is coming on.
I can find no reason why it's not working.
I filmed a video and uploaded it on youtube yesterday morning and then closed the laptop and then when I came back it wouldn't work.
