broken chimney liners

    I went to clean an usused chimney in a house to discover it full of rubble and blocked at upper floor window level with bits of liner and rubble. Looking at the chimney from the top into the flue it looks fine, I can put five rods down without hitting anything. If I keep poking from the bottom, and actually make any headway, will all the good liners from above start falling too? Is there an easy way to tackle this job? Any advice at all, in fact? I presume if I get it cleared, I'll install one of those metal liners.
