Well the technical IBJJF rule is that in a country with a low amount of black belts, having been given permission from a black belt a purple or brown belt can grade people to one belt below theirs e.g. a brown can grade people to purple, purple can grade up to blue.

As far as i'm aware some coaches in ireland take advantage of this while some do not.

As always with BJJ you have to remember that it's not exactly a strictly regulated sport however.

I dont think Blue's can grade anyone but purples with permission can-on that note, i dont know any BJJ players who where graded by a purple belt so it's not too common anyway thankfully, but as said before if there is a small pool of high grades this is sometimes necessary.

Under Rodrigo,a purple can give stripes to a white belt and a full blue belt.He [ or she ] cannot promote any higher than that i.e a purple cannot give stripes to a blue belt.A brown can give stripes to a blue and award purple and so on.
Personally I will give stripes but I wil not give full belts as I prefer my students to be awarded them by either Andy or Rodrigo.
