Charging iTouch in Standby(Off mode) Question.

When you hit the top button it goes into standby(a.k.a Power Off but not really, clap clap Apple). When its hooked up USB in Standby it is charging right(I presume)? I downloaded USBDeview to check if my USB ports are supplying it with power.

By the looks of it, it is supplying 500mA to Apple Mobile Device USB Driver A.K.A. my iPod Touch.
