House Numbers?

I've failed to locate my great grandmother on the 1901 census. I've one near match but not 100% certain.

Thing is, I've just noticed the house she's living at in 1911 is No. 14 but when I go back to the 1901 census, the street numbers are different.

Would it be common to re-number a whole street? I didn't think it was. Has anyone come across this before? Basically, I'd like to see who lived in the house then. In 1911 it's a shop.

She might have moved on the street? I have ancestors who did that.
What's your near match? 100% matching between the two censuses is not that common. A lot of people are wrong about age and can forget about children, etc. Don't discount someone who is close in age.

    This is the 1911 return : http://www.census.nationalarchives.ie/pages/1911/Waterford/Waterford_No__3_Urban/Mayor_s_Walk/673507/

While I've had difficulty locating Margaret, the nearest I've found is : http://www.census.nationalarchives.ie/pages/1901/Waterford/Waterford_Urban_No__2/Michael_Street/1761473/

The age is wrong and the birth place is wrong, minor discrepancies but still putting doubt in my mind. I know from Margaret's death record in 1951 she was 68 so born circa 1883, which tallies with age in 1911 but 1901...?

I can't find Hannah Power or their stepfather Michael Sweeney at all. Complete mystery. I presume their mother is dead, unfortunately I don't know her name .

The numbers used on the 1901 census are not always the same as the house numbers. It's better to treat them as site numbers.

Sometimes it's possible to work out the actual numbers by comparing a few of the names on the street against the 1911 ceneus, or by comparing the building returns for non residential buildings like schools, places of work etc.

Shane, I've done what you suggested and would you believe something has popped out as possibly who I'm looking for. I checked in 1911 the family living next door to No. 14: it's a Mr George Mordant. In 1901 he's living at no. 51. His next door neighbours are a couple with two daughters Hannah and Margaret who's name's and ages match my great grandmother and great grand aunt, however one crucial doubt is their named as Flynn not Power. The father's Christian name is right as I do know he was Michael. Weird, I wonder are these my people. that is strange... it looks very like the same people (Michael, Hannah & Margaret) with altered surnames. The ages match up, Michael's occupation matches up, places of birth match up. I wonder if the fact that Hannah & Margaret are listed as step-daughter's on 1911 return is any sort on clue..

pure speculation (and doesn't account for Michael's change in surname) - could their mother have been married twice and they were from the first marriage and reverted to their real-father's surname on her death ?

Shane, I know from both Margarets and Hannah's marriage records their father was a Michael Power, shopkeeper and her residence upon her marriage in 1919 was Mayor's Walk, so she hasn't moved far since 1911. I do know Hannahs married name was Flynn.....hmmm, what's going on here :-). My grandfather, Margaret's son, he was named Michael and I know it wasn't a name on his father's side of the family, so it's like she named him after her father...
