pretty sure 19.8 is the clause that adjusts a high score on 1 hole down to a double/triple bogey for handicapping purposes. So if you are seeing it frequently it means you're having quite a few high numbers!!

Yes, it's purpose is to adjust your gross score to balance out any disaster holes. The most you are "allowed" to score for handicap purposes in a strokeplay competition is a nett double bogey on any one hole... In other words, the smallest number that gives you a scratch on that hole. So if it's a par 4, index 2 and you receive a shot on that hole, the lowest number that gives you a scratch on that hole is a 7. So if you scored a 10 on that hole, you'd see a -3 in the 19 column and your adjusted gross (AG column) would be 3 less than your gross score (GS) column.
It's this adjusted gross score that counts in terms of calculating your nett differential and whether you get cut, go up 0.1 or not.

TLDR: Your handicap gets adjusted based on your stableford score, even in a strokeplay event.

thanks for the replys, i see what you mean, is this done automatically ie for any bad hole in strokeplay where you have say an 8 or 9 or is it at the discrection of the handicap secretary.
