so I have a car that was registered in January of 2007................and the NCT is due when a car is 4 years old, so here's my question - is it due at the start of the 4th year.........or at the end, when the car is ACTUALLY four full years old???

4 years from date of first registration.

Whenever you do the NCT, the 1st cert you get will be for 2 years from the date of first registration also.

If your car was first registered on 15th Jan 2007 you must have an NCT cert on 15th Jan 2011, renewed by 15th Jan 2013, 15th Jan 2015, etc
For the first NCT you can do the test 6mths in advance of the due date, or 3mths in advance of subsequent tests.

You might as well book it in now and get it out of the way. If you leave it too long the test centres will probably be booked up and you're likely to miss the due date. Even if you book now, the test date you get might not be for a few months.
