how long to wait for an interview after a job application

i have applied for a couple of jobs that had closing dates at the start of this month and i'm now thinking it's too late to get an interview? they do say that if you haven't heard back in 4 weeks you should assume you have been unsuccessful, but i'm not holding out much hope now :(
