    Can the council build an extension to a semi detached property without consulting the owner of the adjoining building. If they can what regulations do they have to comply with?

    yes, if it is exempt from planning permission

    otherwise the usual planning process has to be carried out

    No one has to consult owners of adjoining buildings during or before the planning process.
    Councils often invoke Part 8 planning applications for their own work, but as stated above, if the extension was exempt....
    Re Regulations - They have to comply with the Planning and Development Regulations for the planning process, and the Building Regulations for the construction process .

    agreed, but just to point out that part 8 applications (where the council basically grant themselves permission) are for specific strategic infrastructural projects..... never domestic projects.

    I've done housing Part 8 applications for Local Authorities!
