converting space over shop to apartments

    My parents have some vacant space over a shop unit that would make 2 nice apartments. There are 2 doors on ground level leading to stairs which both take you to the open floor on top.
    How do these type of developments get around the wheelchair access requirements for buldings?

    Part M of the Irish Building Regulations, Access for People with Disabilities, was amended to include new dwellings, in 2000 in order to ensure that dwellings are accessible by people with disabilities. This is not the same level of accessibility as is required for non-domestic buildings. There are exceptions, which may be acceptable such as upper floor apartments where no lift is required.

    Apartments are considered to be more of a commercial type development rather than a specific dwelling development, which is what Part M is directed towards.
