Website for publish works online?

    I know there is a kind of Chinese websites that work as the interfaces between writers and readers. The writers publish their works (mainly fictions) on those website, usually several thousand words at a time (could be daily or weekly). The readers read them (of course) and can discuss together about the fiction as the story unfolds. Sometimes the writers can also choose to charge for the read (like a few cents per thousand words). In this case, the websites also serve as a payment platform and share the revenue with the writers.

    I wonder whether there exists such kind of websites in the English world.

    Smashwords.com is kinda similar, but they discourage the posting of incomplete work.
