Hey guys my mate recently lost his iPhone 3GS and got a new one from o2 because it was insured. About a week later we were in the pub where he lost the phone and the manager called him over and told him someone handed it in. So now he has the 2 iPhones but one is blocked by o2, he said I can have it if I can get it unblocked. Just wondering will I be able to unlock it and use it on Meteor or Vodafone? If not is there any way to unblock it?

If the IMEI number is blocked then he'll have to contact O2 and get it unblocked. Im sure they can do it and it wont be too much hassle.

If you cant get it unblocked another alternative is to bring it up north and sell it.

It's not his phone. He is obliged to give it to the insurance company. O2 won't unblock it as it would constitute fraud as he has been given a replacement.
