recording part of an mp3 file

looking to save only a part of an mp3 file, basically want to get rid of the first 7 seconds of a song i downloaded but not sure how to do this bar record it but usually the quality is pretty bad. is there anyway i can do this without affecting the quality??? cheers

Audacity free program: http://audacity.sourceforge.net/

Only prob with audacity is you will have to download this: http://audacity.sourceforge.net/help/faq?s=install&item=lame-mp3 it allows conversion to mp3 as required.
