My tyres have wear indicators at two different levels, a tyre man told me the higher ones are at 3mm for German roads. Is this true? My tyres are down to the higher mark, I probably should change them anyway.

nope ...even in Germany the legal minimum tread depth is 1.6 mm.
However ...the tyre industry recommends a minimum tread depth of 4 mm
(and in Austria 4 mm is the legal minimum for winter tyres)

From personal experience I usually change tyres well before they reach the legal minimum becasue in heavy rain and standing water on the roads (i.e. common in Ireland) you want as much tread depth as you can get.

tread depth indicators are normally 2mm.
dont go to the minimum change em before that.
Stopping distance in the wet at 70mph is double between a tyre at 1.6mm (minimum) and a new tyre.
