    I think it might be a juvenile Harris hawk. rufous marking on shoulders hint towards that, Tail also grayish and tip of tail white. Would need to see a photo from the underparts of the bird. Photo non-diagnostic.

    +1 on the Harris Hawk comment from the other man from Limerick. :D

    My first instinct when I saw the pic was the same, thinking it is an 18 month to two or so year old bird.
