I'm heading to the states and renting over there, 21 as well. I've found most will rent to you, even though their minimum age says 25. They just charge extra per day and limit your choice of car to the medium-lower range. Try Hertz

Minimum age with Hertz is 23 and there is a daily surcharge for drivers under 25. I think its around 20 euro a day on top of the rental fee.

You must have held a full license for at least 1 year.
