Found this linked back to the NCT site:

Are any cars exempt from the NCT?

Motor vehicles used only on islands not connected to the mainland by road and motor vehicles belonging to the Armed Forces, the Garda Síochana or the Fire Service are currently not subject to mandatory roadworthiness testing. Vehicles registered before 1980 are also exempt from the test.

You should probably ask the owner too.

The only thing i could find also was relating to cars kept permantly on an island. I presume OP that your not on an island? Or i should more correctly say are you on the mainland? :)

I wonder does that mean then if he where to buy the car would the NCT status change?

Id beware of cars kept on islands btw, have it throughly checked for rust damage!

Does a disablility stop a cars condition deteriorating? Thats a strange one.

It still has to go through an NCT , its just how they classify the car when its adapted.
