Why do you need to hide your IP to vote in a competition?

when you vote once, it won't let you vote again from the same computer

You can't "hide" your IP address persay. You can mask it.

    A few things.

If your IP address is dynamically allocated to you - then you can disconnect your modem and reconnect to be assigned a new address (although even dynamic ip addresses can hold a lease for X amount of time).

Alternatively, you could use a proxy - there are thousands of publicly available proxies out there to use. You could use sometime like tor also, which is essentially a complex mesh of proxies.

Lastly, I'm not sure what this has to do with security.
