Why did you not just look that up on http://www.immi.gov.au/visitors/working-holiday/417/eligibility-first.htm

yes you will have to be out of the country when you apply and while it is granted.

General requirements

You must:

be outside Australia when you apply and, when your visa is granted.
not have entered Australia on a Working Holiday visa before
