Looking to buy a northern reg car which comes with its own reg plate plus an additional personalized plate which the owner told me was valued by dvla at £800.

How can I check the proper ownership of the plate and that he's not fibbing?

Also what are the requirements of ownership to sell a car reg?

the car it is registered to has to have a current mot before it can be sold ,if the car is imported with the plates regitered to it ,the plates are then belong to the dvla

What if the vehicle is long gone? And just the V5 and plates are present

if the car no longer exists then the number has gone with it EXCEPT if it is on a Retention Certificate.

the DVLA do not value plates and beware of dealers who value plates as they will not buy them, only act as an agent to try and sell them for you on commission.

A car canot have its own number AND a personalised number.
