    Hi All
I have to find this TV shows name.....
Sort of a cheesy, funny, drama show.

It was 100% filmed and set in Mexico.
almost all of the extras were Mexican. (everyone who was not a "core" character was dark skinned).

It sort of does remind me a bit of Macgyer but
    that is totally not it.

screen shot from opening credits :)

Prob not enough Mexicans in it though.
Tales of the Gold Monkey looked promising until I seen it was based in the 30's, whereas the plane in the pic looks quite new :(

He was probably chained to a radiator in Saw VII, and had to come up with the answer, or saw his own head off with a blunt hacksaw blade.
