We got the train between San Sebastian and Biarritz two years ago - the train stops at Hondarribia, further down the line. You cross the border on the Spanish train, get off at the end of the line in Hendaye, and then cross the car park to the French train station. There was a wait for about an hour before the train to Biarritz. It was a Sunday, and there were no buses running, but we were told that the buses are a lot quicker.

Presumably the same is true for going in the opposite direction.

The train from San Sebastian cost to Hondarrabia cost about €5, and from there to Biarritz cost about €7.
