finding a good surround which isn't a PC set, or doesn't already have integrated DVD is a hard find for you budget.

Main thing to find is something/anything with an digital optical input (for your budget). Many PC speaker systems have either 3 3.5mm jacks for the various channels, or an analogue digital input - they key is finding one with the optical input. You can however, get an optical to analogue convertor from the likes of maplin if stuck.

Another, and better IMHO, is to get discretes, i.e. an AV amplifier and speaker. They can be gotten close to your budget, but you need to search.
    Richer Sounds currently doing a Pioneer VSX-519 for £170 http://www.richersounds.ie/asp/product.asp?ObjectID=938&Mode=0&CategoryID=3&sub=24&productid=948 , and a set of Yamaha NSP270 speakers for £80 http://www.richersounds.ie/asp/product.asp?ObjectID=938&Mode=0&CategoryID=5&sub=100&productid=973
    Total brings it slightly over your €250 - i.e. £250 is ~€300.

To be honest - even a low end discrete like this would beat a Logitech PC speaker system hands down, and probably any all-in-one that you would get for the same budget. If you could stretch to it, then I'd do that, and later as you get more cash you can upgrade the AV amp while keeping the speakers and vice versa.

If you can't stretch then check out adverts for 2nd hand amps and speakers, e.g. http://www.adverts.ie/228820/home-audio/yamaha-dsp-e800-av-receiver/ for €115, and then with speakers above you'd have a pretty decent system for just over €200.

I have not got anything yet. I am thinking about going for a separate amp and buying a set of back speakers. And then just adding to it as I get the money. The only thing that is stopping me from getting anything is the size of my bedroom.

why would size of room stop you?
Are you looking for a small amp? I have a compact amp I'm looking to be rid of, just haven't been bothered to put it on adverts yet...
