Help with fresh install of Win7 please?

I have a Dell Inspiron that has problems with the Hard Drive.
I have bought a drive to replace it but it's totally blank, so I need to do a fresh install on it.

I have a fresh copy of Win7 ready to go.
I am unsure of what I need to do to get it installed.

I can't boot up the laptop with the new drive because it has no OS on it.

I am trying to boot from CD but it's only going so far.

Looking for advice on what exactly I need to do.
(excuse the lack of technical knowledge)

Depending on what it was sold with.. you may have a restore partition, or a restore CD... do you get the prompt to "press any key to boot from CD" on startup... sometimes when you hit F12/F10 on startup it gives you an option choose what you wish to boot to.. What exactly does the CD say on the front of it (the label)?

i bought the drive 2nd hand on adverts , so nothing came with it.
when i boot it i get : NTLDR is missing.

when i boot from the CD using f12 I get somewhat through the Win7 install.
I choose a custom install, and choose the drive.

It gets to the Expanding Windows files stage to about 49%.
Then I get an error : Windows cannot install the required files. The file does not exist. Make sure all files requied for installation are available. Error code 0x80070002.

    How old is the Inspiron?

disk or drive may have problems

check disk is clean and free from fingerprints

try copying all the files on another machine to verify it's ok

it's possible to install from USB, not easy though

when you say try copy the files on another machine , do you mean but it in an external case and copy files to see if it's being picked up ?

@bryaner - not too sure how old it is to be honest. possible a year and a half.

Put your Windows 7 installation disc into the DVD drive of another computer, look at the contents of the disc, and try to copy and paste all the contents onto a directory on that computer's hard drive. If there's a problem with the DVD you'll get a cyclic redundancy check at some point while the files are being transferred across.

You can go to the Dell support site and look up your computer by its model or service tag, and see if Dell have any documentation for operating system installation.

Derv it sounds like there's an actual error on the Disc you're using to install windows from.
If it's a legit and new copy of the disc then it shouldn't be the case (but it does happen rarely, in which case you can probably return for an exchange/refund) but if it's a burned/copied disc of an original it might have been burned/copied badly and/or just got scratches on the particular part of the disc it's trying to copy those files from during the installation.

A simple and gentle cleaning of the disc itself might help (wipe from the inside out in straight lines, not around the disc in circular motions as you would tend to do) but if the scratches are deep enough you might not be able to do anything.

Another possible cause could be errors on the Hard Drive itself, again rare if new but if bought second hand....
When installing, carry out a full format of the drive rather than the usual quick format, it *might* help if indeed it is the problem.

Still think though that it's your disc you're using for the installation that's the problem.

I suppose it could also be your DVD drive itself at fault, possibly not reading the disc properly (maybe burned/copied as a speed exceeding your drives capabilities, long shot but it's a possibility).

Best thing I'd suggest is get your hands on another copy of the installation disc (or better still, another legit original disc if you can return what you currently have) and try again.

Does it mention any particular file it's having a problem with installing ? I ask as it might be possible to include that during the installation, and hopefully bypass the problematic area of the disc.
