It sounds like the spindle has come away from the valve. Turn the water off. Take the tap head off. Using an adjustable spanner remove the valve from the tap body, it will be the largest nut on the tap after you remove the head. When you take it out you might notice the part where the washer is attached too has come loose from the spindle. Tighten it back up and replace in reverse order.

It should be in the hot press there should be two 3/4inch pipes coming down from the attic. One will go into the hot cylinder and the other will go straight through the floor, this is the one you need to turn off. There should be a valve on this pipe.

i turned the valve for the pipe going down through the attic but the water never went off

actually there was a few pipes smaller than the 3/4 inch there was only 2 with valves and the other one went into the boiler ???

Did you turn it off and leave the tap running for a few mins. Where is the sink located? Is it the kitchen or a bathroom, upstairs down stairs.

sink and i left it for 2 minutes but it didnt stop ,

then it was coming out slow,

by the way if it ever stops how do i get tap off do i use spanner to open nut that holds tap to sink

If the pressure slowed when you turned the valve off but did not stop it's possible the isolation valve is passing. If that's the case you will have to turn off the stopcock witch is located usually under the sink and drain the tank by opening all the taps. You can remove the head of the tap with a screw driver and this will reveal the nut I was talking about. You dont have to take the tap off the sink.

Failing that, tie up the ballcock in the Attic
