Yea I know - madness really but a fighter got injured and pulled out at last moment and as the Sanction fees were all paid, belt ordered, show advertised etc, etc they were desperate - anyway, they got one.
Happened me a few years ago when a Russian fighter was to fight Sean Collier for a World Title and another Russian was to fight Owen Flatley for a European Title and we were informed less than 48 hours to the show that they could'nt get visas so I lost 4 return flights from Russia that I had paid for (The Fighters & their coaches) and had to scour Europe for replacements -I got one for Collier from Turkey and one for Flatley from Belgium and the show was saved.
Stress & more Stress and a fortune in Air Fares....!

the show must go on i suppose. But it does cheapen the title of "World Champion".

Your right of course - but you can always defend (if you win) against the original opponent.
It happens quite a lot in Boxing, Muay Thai, Kickboxing etc due to the nature of the game with injuries or sickness or whatever but as you say, a lot of people would have bought tickets and it costs a lot of cash to stage a Wolrld Title Fight so the show must go on if at all possible.
