A thought just struck me! If I get my place in uni deferred to next year and fees come in in the mean time, will i have to pay fees do you think?

Yes. You're not going to be exempt for paying fees for the year just because you got your place last year.

There's a possibility that fees will come in, and you will have to pay them.

Hell, I might even have to start paying them >_<

Yeah if they bring fees in while you're in college you'll have to pay fees for every year you attend college while they're in place.

If they bring in fees in the next while you won't get your entire college education free, only the years for which free fees was in place. So that is something to think about before you opt to defer, that if fees are brought in in the meantime you'll have to pay for an extra year than you would otherwise.
