How do I create this effect?

    I'm looking for a way to simulate my one or more of my midi tracks being on a 'turntable' that's just been switched off, so it comes to a slow stop.

    Does anyone know of a VST effect that can do that for me?

    Its just time stretching or pitch shifting. Try googling that.

    Download a program called dbglitch (I think) this program does all sorts of glitch effects including one called tape stop which I think will give you the desired effect with a bit of adjustment.

    You could bounce the section of the track you want to slow down to a seperate audio file, add it to the track, then automate it's pitch to slow it down.
