Sealing off through holes for electrical cables

I have a number of outdoor lights and sockets on my block build, but the electrician used a rather large ¾” bit for the holes to feed the cables out through. Can these holes be sealed off or is there a danger in doing so that the cable may overheat when the lights are on.
If they can be sealed what should I use – sand/cement mix, expandable foam, something else.
    Any help appreciated.

Firstly it is not good practice to have unprotected wires going through a hole in the wall. They should be inside conduiting. If they are inside a conduit any space between the conduit and the hole edges can be sealed using sand/cement to set similar to the surrounding wall.
