Elder abuse

Are there any laws in Ireland relating to elder abuse?

I recently came across a situation where the daughter of an elderly person, who has numerous medical problems including dementia, is frustrating any attempts by the other sibling to get any medical attention for the mother.

Should I report the situation to the HSE?

Not sure about the law in this area. Report to HSE immediately.
