Just want to double check this, was advised that I shouldn't write a receipt for VAT when doing a job for someone, if I am earning less than 40k(could be wrong on this) per year? Building services.

If you are VAT registered you should prepare a VAT invoice for every piece of work you do.
If you are not VAT registered and turning over less than €37,500(providing a service) in a year you dont have to register for VAT.

If your not registered for VAT you dont charge VAT.

    Hope this helps.
As always this is my opinion and not professional advice.

What is said above is true but also incorrect in the sense that someone who is VAT registered and trading on the cash reciepts basis does not need to issue a VAT invoice to an unregistered customer.
