I'm moving overseas for a couple of years and was wondering if there is any way of keeping my mobile number without transferring to PAYG and topping up regularly.

if u keep it on bill pay and pay a min amount each month then yes
if you move it to pay as you go youll need to top it up at least every 12 months to keep it active
a majority of mobile companies rules go like this
top up within 6 months or previous top up and you activly make and receive calls
witin 12 months of last top up receive calls only
    after 12 months disconnect no
if customer calls within another 6-12 months you can reactivate the no pending a top up
after 2 years from last top up the no is recyled and reused

Just port to PAYG and top up every 6 months. The credit will be waiting for you to use when you return or on holidays in Ireland or elsewhere in the EU. Port to Vodafone and you can even transfer the credit to other PAYG users, some younger member of the family might be grateful.

With O2 afaik you just have to make a chargeable call/text every 6 months:

    http://www.o2online.ie/wps/wcm/connect/O2/About+O2/Terms+and+Conditions/Speak+easy/
7.3. If you do not Top-up or make a chargeable use of your Account (being a use which results in a reduction of the credit on your Account or use of a pre-purchased Service such as Text Bundles or any other pre-purchased service that O2 may provide from time to time) at least once in any six (6) month period O2 reserves the right to suspend the Service. If your Account is suspended for seven (7) months the Service will be terminated and any credit left on your Account will be forfeited. If, following termination, you become an O2 customer again, you will not be allocated your previous number.
