Cheapest laptop with a decent webcam?

    I'm looking to get the cheapest possible laptop that has an ok webcam to give to my mother in law who is computer illiterate so she can chat with her daughter (overseas) online...

    She will not use it for anything else. I doubt she even knows what the internet is.

    It needs to have a windows OS as they will use windows chat software (Tencent QQ).

    Any suggestions?, preferably sub €300!
