This is not a major problem so do not give it high priority.

Windows Vista Home edition on a Dell Inspiron 530S computer.

When starting the computer up from power down the Windows Vista operating system starts up as usual and presents the login screen, Password is entered and desktop starts to load.

Instead of presenting the usual desktop picture with Icons a black desktop is presented without any icons. The Taskbar is present though. It appears as though the Windows Vista operating system is trying to unsuccessfully load an application and is frozen doing so.

This frozen state remains until the START button is right clicked and a “Microsoft Windows Explorer is not responding” tab is displayed.
Three options are displayed: Restart the program, Close the program and Wait for the program to respond. Choosing “Close the program” causes the desktop to load normally. All other applications seem to function fine.

This is not a critical problem, just curious as to what is causing it.

Sounds like you could be riddled with Spyware and viruses. Do you have any anti virus / anti spyware software installed?

Assuming you have AV installed, first thing I would do is boot to safe mode and run a virus scan. How to boot into Safe Mode in Windows Vista

If spyware/malware isn't an issue it could be something that's hogging system resources on startup - go to Start > Run and enter "msconfig", then select the Startup Tab to see all applications that will start automatically when Windows boots up. If you see things you don't want to have starting automatically (eg reader_sl.exe is associated with Adobe Reader and really doesn't need to be starting automatically) you can uncheck the box to stop it from launching automatically.

Sounds like you have a dodgy (but not nesc harmful) programme

Start - run - type msconfig and click startup. Have a look at the list and google any that are not familair. You could also just uncheck everything and reboot then proceed through the list rebooting until the black screen occurs agian.

Yeah it was software that I had partially deleted trying to start. Thanks for the help Fysh.
