Project MKULTRA, or MK-ULTRA, was the code name for a covert, illegal CIA human research program, run by the Office of Scientific Intelligence. This official U.S. government program began in the early 1950s, continuing at least through the late 1960s, and it used United States and Canadian citizens as its test subjects. The published evidence indicates that Project MKULTRA involved the surreptitious use of many types of drugs, as well as other methods, to manipulate individual mental states and to alter brain function.

Project MKULTRA was first brought to wide public attention in 1975 by the U.S. Congress, through investigations by the Church Committee, and by a presidential commission known as the Rockefeller Commission. Investigative efforts were hampered by the fact that CIA Director Richard Helms ordered all MKULTRA files destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the relatively small number of documents that survived Helms' destruction order.

Although the CIA insists that MKULTRA-type experiments have been abandoned, 14-year CIA veteran Victor Marchetti has stated in various interviews that the CIA routinely conducts disinformation campaigns and that CIA mind control research continued. In a 1977 interview, Marchetti specifically called the CIA claim that MKULTRA was abandoned a "cover story."

On the Senate floor in 1977, Senator Ted Kennedy said:

The Deputy Director of the CIA revealed that over thirty universities and institutions were involved in an "extensive testing and experimentation" program which included covert drug tests on unwitting citizens "at all social levels, high and low, native Americans and foreign." Several of these tests involved the administration of LSD to "unwitting subjects in social situations." At least one death, that of Dr. Olson, resulted from these activities. The Agency itself acknowledged that these tests made little scientific sense. The agents doing the monitoring were not qualified scientific observers.

To this day most specific information regarding Project MKULTRA remains highly classified.

This is a really interesting topic for me. While mind control experiments are certainly reality have assasins really been created? Are kids been kidnapped off the street by the government and subjected to trauma based experiments? Possiblly. I don't know...The first I ever heard of MKULTRA was when I was a kid. James "Whitey" Bulger, http://www.fbi.gov/wanted/topten/fugitives/bulger.htm volunteered in prison to be part of the MKULTRA program to reduce his sentence. I've read a lot about him when I was younger, when he came out he was a real sadist, he took great pleasure from torturing and killing, which he did regularly. He rose to top of South Boston organised crime because he was protected by the FBI. The Jack Nicholsan character in The Departed was loosely based on Bulger and the Matt Damon character was loosely based on FBI agent John Connolly.

I never knew Whitey Bolger volunteered to take part in MK-ULTRA, but he was/is a sadistic basstard, I was in South Boston in Dec 2000 and they had just discovered a woman's body buried that was blamed on him and his gang, it was all over the local TV, I was too busy drinking to take any notice, then in Feb 2001 I was back in South Boston and my brother who lived there gave my Da a book about the winter hill mob.
On the flight back to Dublin the captain announced that Dublin airport was closed due to snow, so we had to get off at Shannon, then a bus took us to Limerick train station, on the train to Dublin an elderly american couple sat across from me and my da, we had some small talk etc, the woman said they were from Chicago and were touring Ireland etc, we got to Dublin and bidded each other goodbye.
On the platform in Heuston station my Da was rooting through his luggage and then pulled out the book, "Look at them" he said handing me the open book, it was Whitey Bolger and his wife in the book, "Who do they look like?" he asked me, and I replied "Them two on the train", and it did!, whether or not it was them I can't say for certain, but both of them had very,very strong similarities, even identical I would say.

To be honest i think that Duncan O'Finioan is a dis-info agent as the stereo type goes or at least lying about parts of it.
I only gather this myself from watching his gestures facial expressions and eye movements(eyes less so here,not so easy with this guy)
Also some parts of his story appear to be either unrealistic or pretty easy to setup before the interview(like being a blackbelt etc)
Id like to see his superhuman strength or any one of his powers even a little bit of proof or evidence.
As it stands i have to disgard his whole story.
The Russian propoganda video was pretty interesting for me though.
Whathe was talking about is what alot of people have been rattling on about.I guess its probably still considered a Ct about what he is saying.
I see propoganda in tv so much it IS tv.Loyts of subtle hints suggestions about race,creed,class etc.Reinforced all the time over and over for mainstream programming.
Its at a stage where i feel like somebody is asking me to prove that the sky is really there.How can i personally on a forum without you looking out the window and aknowledging it for what it is as appose to what weve been told... it just fooking is lol the skies a bad example as of yet we havent been told it isnt real but maybe that will also change hehe
