Throttling internet speed

I have a netopia router from eircom and was hoping I could set up an open but slow wireless connection alongside my WPA protected regular wireless connection. I have 2 ssid's up, one is in closed system mode by default. Is there a way I can throttle the speed on one of them leaving the other at it's usual speed?
