Friend of mine want to know if you can receive the Irish Channels in Wales via Spillover?

In theory you can with certain "Freeview HD" branded boxes but the channels may display as 800 or 801 and may not appear in the EPG but through a hack. MrDTV would be the one to ask about outcomes and as Kippure is offline it is Mount Leinster or nothing....and that is due a power reduction I suspect :)

Also tell them read the ever excellent Digital Spy forums

A crucial question would be WHERE in Wales are you enquiring about?

if its a coastal place facing Ireland across the sea I would expect so from at least one transmitter

one of our esteemed mods lives near preseli a good trek inland and receives RTE on VHF from kippure and Tv3/TG4 on uhf from mt leinster and mt leinster dtt on ch39 from mt leinster.
It's widely available all along west wales and up in Anglesea as well as on the isle of man.

Anyone who's ever got the ferry to holyhead will know that most of the Dublin commercial fm stations are received better than in Bray...

If that is so then surely some of the Welsh transmiters should be receivable in North County Dublin other than just South Dublin then Black Briar?

    Location,location,location.
There are hills crucially in wales between you and north wales main tx's eg llandonna.
Whereas Three rock and Kippure have height overlooking an uninterupted seapath-no irish hills their signals have to negotiate before embarking on the sea journey.

Arfon is reputedly one of the highest tx locations in the UK but you might have Howth in the way?
It's lower power and doesn't like hills.
Higher power wider beams sort of bounce around hills like howth and reappear slightly weaker once a few miles beyond the hills shadow.
Howth might interfere with llandonna too for you but otherwise it should be possible [as should some NW England tx's eg cambret].
The IOM maybe if RTE's cairn hill doesn't interfere with it.

You'll have to play around with your wideband and see how you get on.
    Hopefully you'll be lucky!

Its widely available in West Wales and Anglesey from the Irish transmitters. In analogue and digital and, of course, the digital is far more reliable than the analogue. Just like over in Ireland. You can get it with the MPEG4 T1 boxes and Tvs or the new T2 boxes and Tvs. Most of the Welsh transmitters will shortly be carrying HD. Local papers carry RTE listings in West Wales!

Llanddona appears to be a flyer in North County Dublin and possibly Moel-y-Parc, although there will be CCI problems with Kilkeel. Arfon is, of course rather easy but only Freeviewlite. Cambret & Caldbeck are too far away and Winter Hill has CCI issues with Kippure/Three Rock.

There is a very interesting current thread on DS about IOM reception: of course they are in pole position: in certain parts you get Kippure/Three Rock/Divis/Cambret/Caldbeck/Llanddona/Moel-y-Parc/Winter Hill depending which side of the island you are on. RTE analogue is as good as in East Down

    I sure do... !!

Yeah, VHF from Kippure is the best up and down the coast, with Mt. Leinster more favoured around the Fishguard area.

UHF from Mt. Leinster seems the best around the Pembrokeshire coast. Not sure of Kippure penetration on the South Cardigan Bay coast... There is more of a chance Aberystwyth northward.

The Llyn Peninsula is very good for Kippure and Three Rock.
