Partition and static through headphones

    The first problem I have is my win7 partition on my laptop. I originally had vista only installed, but then created a second partition to try out the win7 beta and eventually installed the release version. However, I'm unable to allocate any free hd space towards that partition, which is nearly at its max. I do have a lot of unallocated space which I got from the old vista partition, and even though I can add it back to that partition through the 'extend' option in the built in partition manager, I can't do the same for my win7 partition. Does anyone know why that is?
    (Note: I've also tried GParted; same result.)

    My second problem is to do with headphones used with my custom built desktop. I was first using HDMI and could play sound through my monitor perfectly, but then switched to VGA/DVI for irrelevant reasons. I guess VGA/DVI doesn't carry sound, so I've been using headphones (3.5mm) plugged into the front of the computer. They work fine when there is audio playing, however, when there is no audio playing, I get an annoying static noise. I've tried two sets of headphones with the computer and both have the same results. They also both work fine on my laptop. Does anyone know how I can fix this?
    (Note: When audio is playing, the static noise might be still there, and I just can't hear it over whatever I'm listening to. I'm not actually sure if that's the case, though.)
