    can anyone tell me what is the procedure when there is horrendous cruelty to an animal,

    Probably best to contact your local SPCA and inform them. they should be able to arrange for the animal to be removed from the environment. They should also contact the local Gardai for assistance in removing the animal and prosecuting the person involved.
